Civic chief put on 'gardening leave'

But the Chronicle understands that after a period of mounting dissatisfaction lawyers are now discussing the terms of his severance package.

Tracey Lally, chairman of the Board of Trustees, said Andrew Jacques, head of operations, was now heading the organisation on a day-to-day basis.
